Message From the CEO: Brevard Professional Network (BPN) has seen 2000 as a pivotal year in the life of our IPA. BPN has come full circle in positioning, profile, and credibility with most all managed care companies, as well as with many employers and other health care providers throughout Brevard County. As of this message, BPN has active membership, including applications pending, that will take the physician membership to approximately 280 physicians. Today, BPN Physicians represent privileges at all hospitals throughout the County, and full geographic coverage for both primary care and specialists services within Brevard County. The Board of Directors of BPN has approved an increase in Board Member seats to eleven members for the IPA, allowing representation from both Center and North Brevard County on the decision-making Board. I want to express my sincere thanks to all the physicians who dedicate their busy time to the Board of Directors, the Executive Committee, and both Utilization Management Committees (BPN & BPP). Participation and active involvement from our physicians have made BPN a strong physician entity to deal with throughout the County. I believe that nothing in healthcare happens until a physician either writes a script or admits a patient to the hospital. Therefore, from my viewpoint, there is no one who can or should control the delivery and cost of healthcare better than physicians. Our goal should be, and continues to be, providing access to business for our physicians, ensuring reasonable reimbursement for services, and providing programs and support that allows our members to practice medicine more effectively and productively. We currently take risk on the Part B Physician Services with Health Ease Health Plans. All reimbursement to our physicians will be at fee for service, with the utilization management, claims processing, and credentialing done through BPN. The Board and our Executive Committee believe that we should only take risk on what we can and do control, and that's physician office services. We will continue to be a strong and financially viable organization if we are consistent with our managed care contracting and risking taking methodology. BPN currently has 23 managed care contracts in place through the IPA. We will continue to seek contracts for Part B Physician Services at risk under a Per Member Per Month or Percent of Premium value. Other major goals of the IPA going forward are to develop and manage information technology, through utilization management programs, quality assurance programs, and reporting of utilization trends; expand our claims processing ability and re-pricing of claims; target self-insured employers; and be more active in the political and legislative process, as it pertains to physicians.
